Phyllonorycter celtidis is a moth of the Gracillariidae family. It is known from Japan (Kyusyu, Hokkaido and Kyushu).
The wingspan is 6.5-7 mm.
The larvae feed on Celtis sinensis and Celtis jessoensis. They mine the leaves of their host plant. The mine is ptychonomous and located on the lower surface of the leaves.
